well traffic is no problem, cause my friends will visit anyway, and it's mainly for them and me of course. Every other traffic is just extra!

And about your confused situation, I have a portfolio, which displays Layout Design, not web programming, I will be doing that, but not now.

A little confused on why you have a portfolio and you don't do web programming yourself. You can get free shockwave games on the internet and do a search in Google and you'll get some results. Custom gaming is really expensive. Visit Flashkit.com for some ideas on prices etc. Chat room will be easy to install. You can get a script from Hotscripts.com or any other script directory. Lots of free choices to choose from. Forum same thing, easy to implement. The biggest thing is probably driving traffic to this site. If you'd like I'm sure we could work out a deal to install some things on your server if you need help such as chat rooms, forums, etc.
