&lt;p&gt;I think you have the wrong idea. Web design isn&#039;t like other types of design.  There are so many possibilities - different browsers, operating systems, screen resolutions etc.  It&#039;s impossible to design a site that looks exactly the same all the time.  The media just doesn&#039;t allow for that, and trying to make things look identical is just trying to work against it&#039;s inherent strengths.  Instead, try to work *with* the medium.  Allow your site to be fluid and work according to the users preferences.  &lt;/p&gt;
&lt;p&gt;I like your &quot;100% similar&quot; statement in your title here.  Sure, you can make it look 100% &lt;strong&gt;similar&lt;/strong&gt; but not 100% &lt;strong&gt;the same&lt;/strong&gt;. CSS can help you a lot with that.  it will make it easier to design a nice site and keep things looking consistent. It does take a lot of work but don&#039;t worry!  You can learn this and you&#039;ll be a lot better off when you do.&lt;/p&gt;
