&lt;p&gt;cannot believe it,  I still had bloody windows xp firewall turned on,&lt;/p&gt;

    <description> &lt;p&gt;What I would do is just basic troubleshooting. First determine if you can access the site by it&#039;s IP address. If that fails then maybe Apache hasn&#039;t been started or is not running. If it works then you probably have an issue with your DNS setup through no-ip.com. It could also be a matter of your ISP blocked port 80 from being used.&lt;/p&gt;
