&lt;p&gt;If so, this would be proof that your ISP is caching pages.&lt;/p&gt;

    <description> &lt;p&gt;If you are using AOL then I know from some of my clients that the AOL servers Cache the pages.  The only way I have found to work around it is to log into AOL and then browse in Microsoft Internet Explorer ...&lt;/p&gt;
&lt;p&gt;If you are using Internet explorer 5 or above then the Item you mentioned you were looking for is under Tools-&amp;gt; Internet Options -&amp;gt; General-&amp;gt; Temporary Internet Files -&amp;gt; Settings ...&lt;/p&gt;
&lt;p&gt;Here you can tell Internet Expolorer to check for changes on every visit to the page ... if you are set to &quot;Automatically&quot; it will almost never check the page until the cache expires for that page ...&lt;/p&gt;

I checked my webserver to make sure the files were up and I wasn&#039;t being retarded, but they are and I can see them if I use the view option from the server.&lt;br /&gt;
Any other suggestions? I&#039;m going to take Suzanne&#039;s suggestion and call my ISP. I&#039;ll be crossing my fingers.&lt;/p&gt;

&lt;p&gt;problem is you have 2 caches, yours and your IP&#039;s, hitting refresh usually just refreshes your cache which is coming from your IP&#039;s, F5 reloads from the source.&lt;/p&gt;
