aare there any tools for building forms in asp and rdms and php the like and if so, is it posible for a totally ew guy in this area to develop it. Cause If I cannot, then I'll need to hire someone to do it for me.
how much does hiring cost??

You can use Access to create web forms but it will only work in Internet Explorer, due to access using ActiveX controls for record navigation etc.

Unless you are building an Intranet application, which will have a limited number of users (and it is possible to predict the browsing software which will be used) it is preferential to use something like PHP or ASP coupled with a RDBMS e.g. MySQL or SQL Server.

My thinking is that you'll have to use Access to hold the data but use a front end built with ASP in order to collect the details which it'll format and dump into Access.
