1. if you know a visitor's IP you can use an Apache built-in function to redirect them somewhere. i know people who run porn sites use this technique to redirect quality traffic (ex: Google traffic) to more expensive sponsors. this is done through ".htaccess" file and mod_rewrite capability. sorry, i am too lazy to look for the code right now i am sure you can find it though.

2. if simple redirect in HTML or javascript does not work for you, you can do it through Apache (again using .htaccess). if you want to display that page instead of your page, you will need to use mod_rewrite and mod_proxy to do it. again, it's a long story...
