I've checked the 800x600 and page fit in screen whitout horizontal scrollbars(IE 6.0, Phoenix Firebird, Netscape 7.1 on pc platform with win xp). screenshot from IE

whatever. this is not a point of my problem but will be nice if you post your settings and version of IE.

I made detect script and i have working version for IE.
Now i need set version for Netscape, Mozilla.
that's point of my problem.

if i set scrolling=yes it change nothing in Netscape.
link

at 800x600 the page looks bad in IE as well due to the horizontal scrollbars.

Unless there was an absolute need for this layout with frames, I would rethink the idea.

However if you keep them, the problem appears to be that IE automatically leaves room for scroll bars even if it doesn't show them.

A possible solution, instead of SCROLLING=AUTO do SCROLLING=YES to force the scroll bars on the top even though they don't need it.

Taking it one step further, have javascript detect if it's netscape and set it accordingly.
