As Suzanne says, there is no trick in DW you just treat it as a normal link and upload the files available for download as you would any other file.

Can't help with dreamweaver, specifically, but basically you upload the files to your site (likely through an ftp application or an upload feature in Dreamweaver) and then you make a hyperlink to the file:

<a href="/yourdirectory/yourfile.zip">text link</a>
