I am probably worst then you in graphical design so i won't comment (I tought it was not bad).but i know that those target blank on every link are very annoying try using those only for external links.

Its always nice to see people having a go and creating something of their own. I think that everything as been said above and there's really nothing different that i can say apart from next time u will create better results. So keep at it.

I have to scroll sideways which is never a pleasant experience. and I agree that the cells need padding on the left.

Work needs to be done on colour scheme and graphics. The colour scheme seems to shift oddly from page to page, and the logo is very bland. There are a lot of this type of sites out there so you've got to do more to put yourself ahead of the competition.

Get rid of that popup, they are annoying to anyone.

The yellow "Featured Hosts" on the bright blue background is a bit vibrant. Also, the copyright notice isn't very visible with the contrasting colours.

You might want to consider adding padding to the tables on the left, at the moment it looks a little clustered.

Styles on link hovers always work well.

It might be an idea to specify that the prices are in US$, althought most people will already make this assumption.

If you use a layout, keep it the same for the whole site... the main page content is centered, but other pages are aligned to the left.

Some form of letting the user know where abouts on the site they are would be helpful. Either by highlighting the individual section in the top menu, or literally telling them.
E.g., Home > Hosting Guide > ...

You really need to work on your graphics and make the sites fit 800*600. Also there is just too much on the page you don't know where to look first and it just looks too cluttered IMO.
