Too many people don't know how to make a website (not talking for gerfo) and i think templates are good start after HTML and some Graphic skills (ex : buttons) .
After learning html you may edit templates (not to distribute them) and practice your skill while working on them.
Also a person who plays with templates (html templates , psd source codes etc) may learn how to make templates.
For example me
I played with templates because i didn't know how to do them with photoshop. And now I make all my designs with photoshop after photoshop i make some necessary changes on notepad.
I learned layers , slicing , optimization and other stuff by playing with real templates.

That's my personal opinion

By the way if they haven't provided you html files you will have to htmlize them or have someone do it for you.
For psd files you can use photoshop slicing option. Also for buttons (rollover stuff) you should use Adobe Image Ready.
(Same option for png - slicing - )

I think first of all you should post where you got the templates what extension .
For example if you get templates from TemplateMonster they actually provide html files so you can open them using DreamWeaver. If you only have the psd (.psd) source files you have to open them using Photoshop as psd is a photoshop extension.
If they provided you .png file you should open it using Fireworks.

If it doesn't help feel free to post it here so i would do my best to help you.
Good luck
