i agree...too much background creates confusion. stick to white space when possible, add headers and lines, but try not to mess too much with the bg unless it flows really well.

You could also try scanning in an actualy piece of paper and then work from there to create a tile that will be easy on the download speeds.

I think that this sort of idea can be really gimmicky and tacky looking unless it's done a) really well and b) under the most appropriate circumstances.

So I presume that to create the notepad feel at the top, I would have to draw a circle (filled black) and then the rest white?

Use images as your backgrounds.
More specifically, one image repeating across the top and the rest is white - if I'm thinking what I think you're thinking.

Quite effective really if done properly
