I think it's just a subset set of CSS, and us oldbies use it as shorthand for "CSS layout" v. "tables layout".

I am not sure why people are using this CSS-P acronym but I don't think its really a recognized one. Instead just refer to it as CSS. Although "position" is a css property it really is only a small part of CSS. Most css pages can be done without the "position" property anyways so you might as well just leave it off and chances are, more people will understand what your talking about. Just trying to get you more responses!
