My webhost has a shared SSL they can use. They told me to get pgp or RC4. I called pgp and their software doesn't do what I need here. The website I posted the URL for (above) says that their software is installed on my server (it's a cgi) and will work with my SSL certificate, or my hosts in this case.

What exactly is a secure tunnel? Got any suggestions ?

First of all you need a SSL certificate to secure the communication between the user's browser and the server. A signed SSL certificate costs about $50/yr. Your webhost might have a shared one you can use, it will have the same effect but it must be under their secure domain name. Then you need to use a secure tunnel to donwload your email. You should talk to your webhost about this, to see if they offer such service.

I would not use the URL you've posted as either the scripts will run on their server or they will give you an un-signed SSL cert which will prompt your customers every time they visit your secure form.
