most cable and dsl companies use dhcp which won't do you any good for hosting you're own site. you can upgrade to a business account to get a static ip if they have that service available in your area.

Yes but what if the cable company finds out and yanks you. most people only have one option for cable internet access. Is it worth it ?

This violates the service agreement with most cable companies and can get you kicked off.
