straight up..

i have sorted the problem.. just one call 2 the isp...

but its a couple of hours now.. which is alright..

its better than a few days

if you're continually having problems, then it's most likely your ISP, yup. talk to them too. They may be "saving bandwidth" by caching and only releasing documents after 48 hours -- not good for development! They *should* be serving documents that are unchanged from the cache, and respecting that when documents have changed they should be updated.

I find holding hold ctrl while hitting reload/refresh can help to display the current page. but it is the server cache holding on to the old one.

you have a problem on the server-side, likely a matter of your host not allowing updates to be immediate. Alternatively, it could be that you are behind a router that has a cache that isn't flushing. Either way, contact your host.
