DIVs work in NS. For NS4 you have to be a little careful, but there is no good reason to make things identical for NS4.x.

layers are a proprietary Netscape concept, div is the standard usage. DIV + CSS v. LAYERS + JSS

Unfortunatly you have mixed up div's, tables, span's, and paragraphs all together. You need to either use all tables or all div's. Mixing the two will cause major complications. Its good you are trying to switch over but I would check out alistapart again. Here are some other good links for css layouts:

I can look later, but *please* don't refer to DIVs as layers. I get all confused and think you're actually trying to use layers.

Sorry if I don't really get the problem:
First: what's the problem with that layout? Why don't you use a to get the layout that you want. Are you forced to use 's?

Second: after reading your and clicking the links... I don't see any yellow, green etc. This is what I see on IE5.

I guess I should say which colours are which,
Yellow = Heading;
Green = Main Navigation;
White = Body Content;
Light Blue = Sub Navigation;
Black = Footer;
