if you want to store all your colors in your style sheet, you could do something like this:

<style type="text/css">
tr.up {
	background-color: white;
}
tr.over {
	background-color: blue;
}
</style>

<table>
<tr class="up" onmouseover="this.style.className='over';" onmouseout="this.style.className='up';">
<td>blah blah</td>
</tr>
</table>

I *think* that will work, don't have time to test it atm.

You can use the pseudo code :hover for td cells...

td:hover {
background-color: #hexhex;
}

That will affect every single td. Support may vary. Use #id if you only want one cell to be affected.

I am not sure how many browsers this will work in and it might not be what you want but here is the valid code:

a:hover {color: #ffff00; background-color: #??????;}
