I have PSP Animation Shop at home...it's good for a low price. I have ImageReady at work which is excellent. I also have gifbuilder which is basic but does the job. Actually, nobody has been able to tell the difference which tool I've used.

Block

I've used Flash, Ulead, Irfan, PSP and ImageReady for making anigifs and I must say that ImageReady works the best.

Creating graphics and then animating them - Use Flash and save as a gif animation

Animating gifs and such after thier creation - Fireworks

Outside of the built-in animators mentioned already, the top 3 independent ones are probably:

IrfanView which has been a top-class image viewer for ages. Based on viewer quality, likely to be worth checking out the animator. Free, $10 commercial.

Ulead has been a top animator for a long time also, might be the best of these 3 since it's specialized. Free trial, $45 to register.

Xara 3D is mainly a 3D text maker, but either makes or integrates with GIF animations. Xara have been a top-class graphics maker for years also. Free trial, $40 to buy.

There are another few good ones also, but it's a while since I've looked at this. Post if you need more and I'll have a look

I use Adobe Photoshop 5.5 and Imageready 2.0...
In the animation pallete, create a new slide, then a new layer, and color in the part you want to animate and simply redraw it in the new position... its crude, but it worked for me

I use PSP's animation program, has built in compression, select as well as some effects etc, even a wizard with options to change single or mutli frames, add, delete ... it comes free with paint shop pro so is always there

I can't say that I do much in the way of web animation, but I've only ever used MM stuff; Flash and Fireworks. They're pretty good with quality & filesize.

You could divide the image up into seperate images and then peice them together with tables, only one cell of the table containing animation. I take no credit for this, I saw a dragon in a html tutorial a long time ago. Hmm, lemme find it.

edit
Sorry, the place I saw it was something I paid admission for. I can't get to it through the free thing. If you want details, pm me. I'll cut and paste or something.
