You'll need SSI, are you comfortable with PHP, CGI, or ASP etc?
and you'll probably need a database to store them all, so SQL, MYSQL, or Access etc

Not sure if youd find a ready made script you could just copy and paste (or install) without some tweaking,
Depending on what your host provides, pick a language and have a look at the mnay download script sites - sorry minds gone blank on addresses.
