I recently started using one called Dave's Mailing List Manager.

there is also one called worldcast, I can't remember where it came from but there is a free version for non commercial use.

Take a look at Arrow. I haven't used it for mass mailings, just the normal mailing list manager, but the capability is there. http://www.jadebox.com/arrow/
