Hypermart.net allows CGI-BIN and Sendmail (or is it qmail?)
I used them for over a year with no problem
They offer free hosting with pop-ups or inline ads, or you can buy the ads off or $99 a year.
They were down 2 times during the 1 year and 2 months I used them... reliable.
Incredible tech support if you get the ads taken off, and its still good even if you dont.

you may try this website. they don't allow you to use ur own scripts, but they have these scripts available to use for free, and they don't put any ads on your pages.

Well I don't know too much about CGI at all, but I do know that a lot of hosts that support cgi do not support the sendmail option because of spam. To answer your question:
