&lt;p&gt;   Its actually under the Connections tab under preferences. It took me a lil while to find it to. If you go here you can get some more help on it.&lt;br /&gt;

A: Yes, with the follwing fix:&lt;br /&gt;
ICQ menu-&amp;gt; preference -&amp;gt; connections tab-&amp;gt;&lt;br /&gt;
check &quot;I am behind a firewall or proxy &quot; and set the firewall time out to 80 seconds in firewall setting, then Internet user can send file to user behind router for the fist time connection!&lt;/p&gt;

&lt;p&gt;I just DMZ myself, transfer the file, and un-DMZ myself.&lt;/p&gt;
