&lt;p&gt;No, I have never heard of it, though the PR doubletalk makes it sounds like a cross between a customer service center and direct marketing. &lt;/p&gt;
&lt;p&gt;Whatever the case, the programming language itself is immaterial -- as long as it interfaces with a DBMS (database management system). &lt;/p&gt;
&lt;p&gt;How long implementation would take really depends on how well you can explain the goals to the programmer and how good the programmer is.&lt;/p&gt;
