There doesn't seem to be a lot of resources out there for basic layout techniques (articles and advice I mean). The best thing to do would be to look at other sites and get ideas from there. Basically, there are three typical layout styles - the left side nav, the top nav bar, and the combo. What you choose really depends on your content and how you choose to organize your navigation. It would probably be best to go with something simple if you're not a great designer yet.

One style that's really common is to put everything into tables with coloured backgrounds - kind of like this forum.

I hope you'll stop by the Critiques forum for more feedback and advice once you've got something put together.

What is the site going to be about?
Have you thought of any colours?
Does the company have a logo?
How much content is there?

These are the basic questions that need answering, then a site can be designed around it. Are you doing any graphics that is needed?
