Is there a freeware script that does all this that's listed at cgi-resources.com or hotscripts.com?
I don't know, have you looked? You should use http://resourceindex.com instead of cgi-resources.com (they've expanded to include php).

If not do these exist or will i have to get one custom made?
Is there a freeware script that has everything you want? I don't know. Should you get one custom made? I wouldn't. There has to be something close enough you can hack it into what you need.

What I do, is just go through all the scripts in the section, and go to the homepage of anything that sound usefull. If it still looks interesting, I'll download it. I then install the scripts one by one untill I find the one closest to what I need, and hack it from there.
