&lt;p&gt;If you&#039;re still interested, you should be able to use the onunload event handler in JavaScript, plus if triggered by an external link being clicked you can add and onclick event handler to the href.&lt;br /&gt;
What do you want to use this popup for, are you wanting to ask them to get the cookie, or do you want to set the cookie automatically?&lt;/p&gt;
