You can use regular frames (why doesn't anyone mention this?)

Make the table layout and make sure it works, then cut it up and put it in the frameset.

I have seen it done with JavaScript, but it is quite hardcore.

In very basic terms, you put all of your text on a layer then built a graphic scrollbar. Use onmouseover to launch a fuction that either scrolls that text layer up or down.

You could also use iframes... But they will only work with IE and NS6.
