    <description> &lt;p&gt;You can use regular frames (why doesn&#039;t anyone mention this?)&lt;/p&gt;
&lt;p&gt;Make the table layout and make sure it works, then cut it up and put it in the frameset.&lt;/p&gt;

    <description> &lt;p&gt;I have seen it done with JavaScript, but it is quite hardcore.&lt;/p&gt;
&lt;p&gt;In very basic terms, you put all of your text on a layer then built a graphic scrollbar.  Use onmouseover to launch a fuction that either scrolls that text layer up or down.&lt;/p&gt;
&lt;p&gt;You could also use iframes...  But they will only work with IE and NS6.&lt;/p&gt;
