Because of the fact that you can't use SSI (I'm assuming it's a problem with your server administrator), you run into a lot of problems. However, if you can run a Perl or PHP program, then you should be able to find something.

However it might require a little modifying. You might need to create a Perl or PHP script which prints out the html and then calls the news program -- in effect the same process as SSI would do, but without actually using it.

I was lookin around and found this news manager program which says nothing about SSI in the system requirements, you might want to check it out if you can afford $150.
