One good advantage about photoshop are some of the actions. Those scan lines or tv lines, (whatever you want to call them), can be easily created with one click of the mouse. I'm not sure if you can do that in those other programs, but I would highly recommend Photo shop.

I haven't tried Pain Shop Pro in ages. PhotoShop is the best, but it is expensive.

With Photoshop 5.5, it's very easy to make such an image. You would need some time to learn using it properly though. It's absolutely huge with endless options to choose from.

You can check out some photoshop sites with tutorials before you make up your mind. In the tutorials you can also see the end results.

Photoshop is a very good graphics program, probably the best in the business. However, a comparable and significantly less expensive alternative might be Jascc Paint Shop Pro. Either of these programs should be able to create the effects of the banner above.
