&lt;p&gt;   Theoritically, the new page is available as soon as it is posted to the server. &lt;p&gt;   If the user has his/her browser set to use the saved cache for recently visited web sites (located on the user&#039;s hard drive), the new page will not be seen unless the page is refreshed, either manually or through programming.  To force a refresh, you can use the following method:&lt;/p&gt;
&lt;p&gt;1) meta tags, placed between the head tags&lt;/p&gt;
&lt;p&gt;You can also refresh the page with a javascript reload() statement, but unless you know what you are doing, you will end up with an infinite loop.&lt;/p&gt;
