    <description> &lt;p&gt;Netscape doesn&#039;t allow, through HTML nor through CSS, background fixing.  In order to do it you could have a complex DHTML script that takes the scrolling away from the browser and puts it in the page itself, but otherwise, My recommendation would be to let it slide.&lt;/p&gt;
&lt;p&gt;If you use CSS like so:&lt;/p&gt;
&lt;p&gt;background: url(whatever.gif) #ffffff no-repeat;&lt;/p&gt;
&lt;p&gt;then the background won&#039;t repeat forever, will just occur once and then use whatever hex value you specify (or rgb) for the rest of the background.&lt;/p&gt;
