We wouldn't have any traffic hitting it, it's for developement purposes only to then upload the databases to our host. So it seems it runs on Win 98 anyway, which is the main thing to start with.

Since you have Windows 98, you would need to install the Desktop Edition. This comes on the normal SQL Server 7 CD, and is an option in the autorun CD menu.
There are no real minimum hardware requirements, I have it running on a P90 with 64Mb RAM, it runs OK but its not particularly good
You may want to get SQL Server 2000, I believe it has just been released. As far as I know it also runs on Win98 but requires Windows 2000 to take advantage of all features. I would imagine that its minimum requirements are also higher

sure, that is as always the case - but in many cases the results will be similar until you hit a certain traffic level - load test it.

I would put it on the best machine I had since it is the one that's going to have to handle the traffic. The faster and better the machine, the faster the results

I have had it running on Win 98 on a low spec machine, though it was never really tested as I upgraded to NT shortly after.
