    <description> &lt;p&gt;Alright, here&#039;s what you do:&lt;/p&gt;
&lt;p&gt;In Photoshop [this is the only thing I can think of to do it in, I&#039;m sure PSP has a stole--worse filter version of this] first open the image, and then use the Lasso Tool to outline the part you -don&#039;t- want blurred.  It doesn&#039;t have to be perfect, just get the basic &#039;concept.&#039;  Now that you&#039;ve got it selected, feather it [Select:Feather] about 4 pixels or so.  Then, invert the selection.  Apply &#039;Radial&#039; Blur from under the Blur subselection in the Filters menu.  Hit Zoom blur, set it up how you want, and VIOLA!&lt;/p&gt;
