1). Graphics, graphics, graphics.... and s'more graphics.
I'm a fan of saying 'WAIT, DARN YOU, WAIT!' to people who access my web sites with 28.8k and below modems.
Really, I'd assume it's a personal choice, but all I really care about is movement, and abstractness.

2).
http://www.w3.org - That's probably the best place to keep up to date with HTML, CSS, etc.
http://www.activeserverpages.com - If you want ASP, go there. No better resource in the world.
http://www.Zdnet.com - It's important to keep up with the current events in our world and the digital one as well, there's the place to go.
http://www.cnet.com - They have a lot of stuff rolled together.
http://www.yahoo.com - Good ol' Yahoo!, they've got some stuff, but it's a lean variety. Still a vast resource, however.

3). Doesn't matter, really. Personal style is all that matters.

4). Depends on the web master's style.
