I'm closing this thread until I get an e-mail from webguru explaining what he wants out of this thread; just information, or an actual site review. Closed until further notice...

1). Graphics, graphics, graphics.... and s'more graphics.
I'm a fan of saying 'WAIT, DARN YOU, WAIT!' to people who access my web sites with 28.8k and below modems.
Really, I'd assume it's a personal choice, but all I really care about is movement, and abstractness.

2).
http://www.w3.org - That's probably the best place to keep up to date with HTML, CSS, etc.
http://www.activeserverpages.com - If you want ASP, go there. No better resource in the world.
http://www.Zdnet.com - It's important to keep up with the current events in our world and the digital one as well, there's the place to go.
http://www.cnet.com - They have a lot of stuff rolled together.
http://www.yahoo.com - Good ol' Yahoo!, they've got some stuff, but it's a lean variety. Still a vast resource, however.

3). Doesn't matter, really. Personal style is all that matters.

4). Depends on the web master's style.
With me? I've got about six graphics programs and two HTML editors.
