I agree with Justin about the colours. The navigation menus do not have enough contrast - it's really hard on my eyes.
You can keep the dark background and use the lighter blue from the rings in the logo for navigation and stuff. The other blue's need to go - not enough contrast. Try adding yellow or orange to liven things up.

I would switch the "This Site" and "forums" menus. People are used to looking to the left for important navigation. Putting your forums menu there would make it more accessible to them, and would make it more likely for them to join, which, of course, gives you some regular visitors.

Basically, the logo looks great but the rest of the site doesn't really wow me at all. there are tons and tons of webmaster resource sites out there - you're going to have to do something special to stand out from the crowd.

I think it would be good to make the links on the left and right bold.

1) Are you going to have any banners on this site? If you are, then move the logo to the left, and put the banner to the right of it. Then it won't look so empty.

2) The site is too blue and dark. You need to add some color! I think orange would look good, but there are tons of other bright colors that would also go with the design. Lighten it up!

3) I would name the top column on the right Resources instead of Links.

4) The mouseover color for the graphics on the top isn't enough of a color change. I hardly noticed it changed at all! Once you figure out another color you'll be able to pick the second color.

5) Move the text on the menu away from the side a little more. Right now it's butted right up against it.

So overall you need to lighten it up, and then fix those other small problems. The layout works good though.
