I agree with pretty much everything that's been said already. A couple more things:

You're using too many fonts on the first page there are four or five different ones here.

You might want to think twice about the accessability thing. As a city council, I think this site should have the responsibility of making this information available to anyone who can access the 'net. How many people are you leaving out by desisigning only for the higher end? 10% could translate into hundreds or thousands of viewers.

Could the width of those black bars at the top and bottom be extended to go all the way across the screen? It looks weird how they're cut off like that. Either that or you could put a border down the right side to link the two of them together.

A few things for you.....

The city image and header image are to close together and the header image is going into the black border background.

The mouseovers are way to subtle and I almost didn't notice them. You should also disable and fix the on image for the page you are on.

I get a a horizontal scroll on the Council and talk back pages. The talk back page is the worst of the two. Also on both of these pages the text is going into the black background.

The meetings and the agenda page froze up my browser 3 times so I am not sure if it is a NS problem or something with the page. I didn't view in IE.

There is a black banner (for a lack of a better way to describe it) across the bottom of all the pages that I can't make out. It says something like "Did you know..." I can't make it out.

Over all I think it is a nice clean looking site. I don't really like the black cell across the top with the date in it and I think the black part of the background is a bit too wide.

Not bad...

1) If they have an official logo, add it to the page.

2) I would add some type of bullet to the side menu sp it's easier to distinguish the links.

3) The site wouldn't be very hard to make compatible in both 640x480 res. and 800x600 res. Just make the table expand/not expand for the different res.

4) I would align the picture on the main page up into the very corner.

5) On the council members page it's really really wide on 800x600 res. I would adjust the pictures around so it won't scroll. It looks like most of the sub-pages you have to scroll horiz. on. Definitely fix this.
