I normally hesitate to recommend extensive redesign of a site, but I'm with Megs on this one. If you have to use frames, you should:

1.) Take care to make sure the frame pages blend in with the overall look
2.) Make sure everything's targeted correctly
3.) Make sure the frames don't overwhelm the page

All three conventions are violated here. You might want to consider integrating the content and sponsor pages to start, and take it from there.

As far as the idea of getting 20 million hits as a challenge, it's a good concept. And you can definitely use that concept as a way of generating traffic. After the redesign, you should start by submitting your site to "Site of the Day" pages. There's hundreds of them out there, and your concept is unique enough that it should generate a lot of hits off curious viewers. You can increase this by creating buttons and banner ads with slogans that play off the theme. For example:

1.) Using your signature (Challenged person) in a button/banner with a goofy cartoon person that says "I'm a Challenged Person". There are a lot of people who would put that on their Geocites, Tripod, etc. homepages if they found it in a free button/art archive.

2.) Slogan - "Ever had a person double-dog dare you with 3 cherries on top? This is kinda like that. mychallenge.com"

3.) Slogan - "Better than licking a steel pipe in winter. mychallenge.com"

4.) Slogan - "Like kissing a girl on a dare when you're 8...but without the cooties. mychallenge.com"

You get the idea. It should be a fun project, good luck with it!

Okay, bad use of frames here. Scroll bars in the middle of pages are not a good idea. If you must use frames make sure you don't have scroll bars in the middle of the page, and they really don't seem necessary here. Learn to use tables for layout - they look much better. Ack!!! Keep your navigation system consistent! I clicked on the "joke" link at the bottom of the page and got a page without frames. I clicked on the "jokes" link from the left side window and got a totally new window!! If you're going to use frames, learn how to use them properly! Also, please don't link to pages with nothing but an "under construction" sign.

Overall this looks rather amateurish and outdated - try to make it look more streamlined. Lose most of the animation to start with. Also fix those transparent gif's - very jagged edges on those. (You could probably just make them regular gif's with background to match the background they're on top of). Try to stick to a few colours that match!

What is "MicroVision Development / WebExpress"?? Never heard of that one before.

Oh one important thing!
Make sure your counter goes to a 20 million! Or you are going to be quite embarrased when it resets
Nice concept for a site!! I think you are going to have to get a lot of sponsors.

The idea of getting people to essentially 'want' to promote your site for you is quite interesting. How is the traffic going so far?
