You can call PHP applications whatever you like. Technically, there is no difference between a programming language and a scripting language. I would use 'php script' and 'php program' synonymously. Maybe somebody out there disagrees with me. I'd like to hear your argument.

Perl was developed as a light alternative for Unix systems. It was't originally designed to be used on the web, but when the need arose for a good programming language for the internet, CGI programming in Perl was right up people's alley. Since then, languages like PHP have progressed farther than Perl ever could because of its ties to Unix. Hopefully you got that.

Depends on the application. I now use PHP for pretty much anything web based, with Perl still in use for the maintainance cron jobs.
