It's not any of those things. It's a small graphic file named favicon.ico

When you bookmark a site that uses favicon files the icon shows up in the IE favorites menu and in the address line.

A few of things you should be aware of.

1) It's currently only supported by IE 5+ No earlier versions of IE and no versions of Netscape or Opera support it.
2) It's temporary. The .ico file is like a cache file. It only sticks around for a while. Once it clears it's gone and unless somebody rebookmarks the site, it won't ever show up for that person again.
3) Check out http://www.favicon.com for further details and a really nifty little utility that lets you create your own favicon.ico file online.

Just my 2 cents: It's a neat toy. But since it's temporary it's of limited value. Until there's a way to make it permanently linked to the bookmark so it ALWAYS show up it's not really much good.
