Noble use, but yeah, it's just going to be annoying.

Why not develop a banner and have it on every page of your site? Or on the main page or something like that. A personal link -- this is important to me, please visit... -- is more successful than a banner, too.

Before someone tells you how to do it, let me tell you NOT to do it.

Automatic pop-up windows are one of the things the average user finds the MOST annoying, and pop-ups after close are the worst of the worst.

PLEASE don't do it. If you have something to say, do it on your site. If they are leaving the site with a favourable impression, they will lose it when they have yet another stupid pop-up window to close. If they think your site sucks, a pop-up window isn't going to change their minds.
