I do what you are planning. See my home page for the subscription form.
If you do decide to do it yourself, there's an email validation script at my site that some people think is pretty good. It doesn't guarantee anything, but it will check and allow for most types of addresses.

Cost effective i mean like under 75 bucks or something....I just dont want to have to have advertisments for using thier services like "listbot" requires. Any other ideas

Listbot is free ... can't get more cost-effective than that (I assume you menat more cost-effective?)

Why do you just not use a program like subscriber or listbot or mailling list manager which handles the db of email for you as well as the sending of the newsletter...
