A simple “members only area” is pretty simple. You can use your server’s password features (depending on the server software – ask your host for information). If you want to allow visitors to signup on their own, you can install a CGI management application, which basically adds, deletes, and edits users. You can find a comprehensive list of Perl applications at CGI-Resources.
http://cgi.resourceindex.com/Programs_and_Scripts/Perl/Password_Protection/

If you’re looking to make a more advanced members area with dynamic content so forth, you’ll need to use ASP, PHP, or Cold Fusion (Perl would work, but not highly suggested for this type of application). You’ll probably also want to use some java script and SQL.

If you have ASP support Aspin has a large index of pre-built applications.
