Although it is rare I have seen a couple hosts that don't allow zip files, you can upload them but when the server sees that mime type it gets flagged. I would try uploading a zip file to your root/home folder and if you get the same error message there then that must be the problem.

You will want to try to FTP or telnet your server so you can try changing the file permissions of the file and/or directory. You will want chmod 755 I think. To get more help, you should contact your web host as they probably can offer a solution or reason for the error more quickly as they know the server type and settings etc.
