The 216 colors are the colors that the Mac and Windows 8bit (256 color) systems share.

In other words Mac has an 8bit system with 256 colors that is different from the 256 color Windows palette. However they do share 216 colors.

I believe it's because the different operating systems don't all recognize the entire 256 color gif palette.

I think you're asking how many web-safe colors there are? There are 216 "web-safe" colors and you can find them here.

Hmm. I don't think I get your question, but I think the standard background color for websites is white (#FFFFFF).
