    <description> &lt;p&gt;Are you referring to the &#039;outer glow&#039; like I have with this header?&lt;br /&gt;

&lt;p&gt;If you are, this can be acieved by using the &#039;outer glow&#039; filter in most graphics apps.&lt;/p&gt;
&lt;p&gt;Just make one image regulat and one with the outer glow so that when you mouseover the image it appears to be glowing.&lt;/p&gt;
&lt;p&gt;Not sure if this is what you are asking or not.&lt;/p&gt;

    <description> &lt;p&gt;I&#039;d say it would be easier to do this with Flash if you HAVN&#039;T created the 3D map yet. If you have, and it&#039;s in JPG format or something, than I would just create regular mouseovers.&lt;/p&gt;

    <description> &lt;p&gt;It should be able to work with still images, why doesn&#039;t it work for you? Anyway, you might want to try Adobe Illustrator or a similar program...&lt;/p&gt;
