Use the lasso tool to carefully trace around the people. Then, invert the selection, and delete the background. After that, simply right click on the layer and choose "Outer Glow" from the effects menu. Or (B) Use the quick mask option then color in the background, or foreground then change back to standard mode and repeat the steps to delete the background and apply the glow effect. Those are possibly the best methods for this picture.
