I would also recommend photoshop for this type of operation. Use the lasso tool to carefully trace around the people. Then, invert the selection, and delete the background. After that, simply right click on the layer and choose &quot;Outer Glow&quot; from the effects menu. Then, you&#039;ll be all set!&lt;/p&gt;

    <description> &lt;p&gt;Well Jose,&lt;br /&gt;
You will need a graphics program such as Photoshop (recommended) or Paint Shop Pro(not so recommended).&lt;br /&gt;
In photoshop, you can (A) use the polygonal lasso tool to draw an outline, then invert the selection then delete the background, then invert the selection again and create the glow effect with one of many different filters for photoshop. Or (B) Use the quick mask option then color in the background, or foreground then change back to standard mode and repeat the steps to delete the background and apply the glow effect. Those are possibly the best methods for this picture. There is also &quot;Replace Color&quot; but since the color of their uniforms greatly resembles the background color that method wouldn&#039;t work.&lt;/p&gt;
