This one you refer to virtua interactive isnt even as complicated as suzannes...simply a white rectangle table with a 90 degree rounded corner stuck in each of the corner cells of the table..make one graphic and rotate 90 resave..etc..

You can make a circle, cut it in 4 and place each quarter in the proper cells of a nine celled table.
www.inforamp.net/~suzanne/index/celtic.html is a page where I have the code for that kind of table (you can make them any size, but that one is for a full page), and troubleshooting tips. There is also a link to a tutorial for more complex graphics.

I know I saw a tip for making rounded corners, maybe on www.designsbymark.com in his web design tips section.
