Thank you all for your replies. I looked around on ZDNet and download.com and did find a program that does both thumbnails and sizing to a specific size, and also creates an html index page linking the thumbnails to the resized pix. It's called "Arles Image Web Page Creator". I like it because it's easy to use, gives me a good deal of control, and does exactly what I need so I'll stick with it for awhile.
Here is a link to their site: http://www.digitaldutch.com/arles/

PhotoShop will do this for you in a flash!
It is very easy and amazing to watch. All
of your images are created into thumbnails. When clicked on, the image size is enlarged on a new separate page. The image name is placed beneath it as a link. (Both text and image is clickable.) Photoshop also provides navigation arrows, which lets you
easily navigate back and forth in your
"Photo Gallery."

Hope this helps!

Look for a program called ThumbNailer. It's shareware and should be available on the major shareware sites like download.com

It should batch edit an entire directory of images into smaller thumbnails and generate the appropriate HTML code to accompany them. I'm sure there are other programs that do the same thing.
