    <description> &lt;p&gt;I agree with both of the above comments. I personally don&#039;t like frames, but I know that sometimes they are useful. However, I would recommend tables using SSI to include the nav bars. If you do not know how to do this, the include command looks like:&lt;br /&gt;
&amp;lt;!--#include virtual=&quot;/path/to/file.html&quot; --&amp;gt;&lt;/p&gt;
&lt;p&gt;Just replace /path/to/file.html with the path to the HTML file for the nav bar/header/footer and place the code wherever you want that file to be placed in your document. You may have to rename your page to  have a .shtml extension, depending on the host you are on.&lt;/p&gt;

    <description> &lt;p&gt;Frames are never neccessary but sometimes they are nice, especially if you have a high number of pages or if you want a visitor to alway see your logo which is often very important if your a professional web designer.&lt;/p&gt;
