I have program that can tell me how long an image takes to download at a certain speed, what I was after was a program that can simulate the slowness of downloading.
I wish the net was as fast as browsing offline!

I'm confused about the question also, but if your right Brian, Macromedia Dreamweaver can do that. On the bottom you'll see a "30K / 6 sec".. You can change the modem speed in preferences.

Well this would probably only work if your site is online but many site checking tools such as Websitegarage.com allow you to see what the approx. load time of your site is according to the actual page size and graphic sizes on different modem speeds.

I think ccwd is talking about calculating the load time of a page. I don't know of any programs that do this offhand, but I'm sure you could find one at download.com.
